由于生育率的快速下降和人口寿命的延长，中国正在经历快速的人口老龄化。为了应对快速的人口老龄化，确保“老有所养”，也为了实现城乡社会公共服务的均等化，中国政府于2009年启动了新型农村社会养老保险（以下简称新农保）试点，并于2012年底实现了全国覆盖。新农保试点实施的前两年，就有超过8900万农村人口领取了养老金，3.26亿人口参保缴费，新农保成为有史以来覆盖人口规模最大的社会保障项目。
